THLN focuses on legislation and advocacy--we are not an enforcement agency and cannot respond to cruelty reports. Our mission is to pass effective legislation for the animals in the Texas Legislature. We do not have the resources to address animal cruelty or adoption issues directly, but we can recommend several organizations that do.
