  • I need some help understanding Angelina County’s lack of a leash law for dogs outside the city limits. I have read the Texas state law, and it seems to suggest that dogs must be confined and not allowed to roam free, but I must be missing something. I’d like help understanding the current law, and I’d like to start a petition that would help to implement a no-free-roaming dog law in the county. We have a real problem of dogs attacking children and killing pets in the county and nothing is done about it. Citizens have no legal recourse or protection from dangerous stray dogs under current laws. Please help me to help myself by helping me to better understand.

    Thank you so much,

THLN's purpose is to pass effective legislation for the animals in the Texas Legislature.  We do not have the resources to deal directly with animal cruelty or adoption issues, but we can recommend several organizations that do.
