AUSTIN, TX – Today, May 9, 2025, the Texas Humane Legislation Network (THLN) is announcing the 108 Texas retail pet stores that support the Ethical Pet Sales Bill (HB 3458/SB 1652). There are less than 25 days left of the legislative session with important deadlines looming next week.

“108 Texas pet stores from 74 different companies all support the Ethical Pet Sales Bill that will promote responsible business practices and protect Texas consumers,” said Shelby Bobosky, Executive Director of THLN. “This legislation does not set out to shut down retail pet stores but rather ensures collaboration with animal care facilities or rescues to showcase dogs and cats for adoption, instead of for profit.”

The majority of pet stores across Texas and the country do not sell puppies, proving it is possible to operate a profitable small business without selling puppies. In fact, according to the World Pet Association, pet stores that don’t sell puppies earn more revenue per square foot than those that do. Such pet stores focus on products, grooming, boarding, training, and other services, instead of selling puppies sourced from out-of-state puppy mills. 

“We are so thankful to our bill authors, Representative Jared Patterson and Dean Senator Judith Zaffirini for filing this vital legislation. Thousands of small business owners, licensed Texas breeders, animal welfare advocates, shelter and rescue employees, and animal control officers across Texas are all relying on our Texas lawmakers to support the Ethical Pet Sales Bill to stop the puppy mill pipeline into Texas once and for all,” Bobosky concluded.

Additional notes
In April, HB 3458 passed out of the House Committee on Trade, Workforce & Economic Development on a vote of 10-1. It is now in the Calendars Committee before heading to the House floor for a vote. 

Last week, SB 1652 was heard and left pending in the Senate Committee on Business and Commerce.
