THLN's board of directors is comprised of individuals who bring their professional talents and animal welfare expertise to the organization to help further its mission for the animals. All work is provided on a voluntary basis. The duties of the board include: establishing and implementing legislative agendas designed to pass effective animal protection legislation; providing information to the news media concerning THLN issues; informing THLN's membership of animal-related legislation; increasing membership statewide; working with other organizations who share THLN's goals; and fund raising to provide the financial resources needed for lobbying, membership communications and media-related activities.

Cile resides in Frisco, and has been active with the Network for more than thirty years. She graduated from the University of North Texas with a Bachelor of Science degree. Following graduation she worked as a veterinary orthopedic technician for 12 years and volunteered with the Garland Humane Society/Humane Society of Greater Dallas for several years.
She cofounded a Dallas area mobile pet sterilization program and stationary clinic for low income citizens; spearheaded an effort in Dallas to successfully ban the practice of pound seizure in 1991; and served on the Dallas Animal Shelter Advisory Commission for 6 years.
Cile is a distributor for the National Safety Association and she and her husband, Ben, have two children and enjoy the companionship of two dogs and a cat.

Dena Fisher attended law school in Houston, Texas at South Texas College of Law. She graduated and went right to work as a Harris County Assistant District Attorney. In 2007, she left work as a prosecutor to open her own office, also in downtown Houston. Dena practices mainly Criminal Defense, but she also does work in Family, Juvenile and Animal Law. Dena is the current Chair of the Animal Law Section of the Texas State Bar.
She is a member of Animal Legal Defense Fund, Best Friends Animal Society, Texas Humane Legislative Network, and Texas Wildlife Rehabilitation Coalition, where she volunteers with the Baby Bird Feeding Program.
Dena is a dedicated animal advocate, and is the proud owner of Tank, a yellow Lab, Jeep, a Dalmation, and two cats, Shady and Stretch. All of her animals except Tank were strays that Dena rescued. Being able to use her law degree to continue to help animals has been one of the greatest rewards for all of the hard work in law school.

Skip is a Dallas, Texas native. He graduated with an economics degree and a law degree from Southern Methodist University. He worked for the United States Department of Justice and the law firm of Winstead, McGuire, Sechrest & Trimble prior to entering the real estate investment business. He is currently a principal in the real estate investment firm Catlyn Capital Corp. Skip and his wonderful wife, Mary, have six dogs and three cats - all rescues!
Skip became an animal advocate in 1992. He is involved in the following animal-related organizations and causes:
. Board Member and Legislative Chair - Texas Humane Legislation Network, a Texas grassroots organization whose purpose is to promote the humane treatment of animals through legislation, education and advocacy. He spearheaded this group's efforts: to create animal-friendly license plates in Texas to provide funds for low cost spay/neuter programs; to pass statewide regulation of the ownership of exotic animals such as lions, tigers, etc.; and to pass legislation to make animal cruelty punishable as a felony.
. Board Member - Animal Legal Defense Fund (ALDF). ALDF is a national animal advocate organization comprised of volunteer attorneys throughout the United States, as well as a paid staff in offices in Cotati, California and Portland, Oregon. ALDF also sponsors the publication of the Animal Law Journal at Northwest School of Law of Lewis and Clark College.
. He was instrumental in the formation of the Animal Law Section of the State Bar of Texas; is an active member of that Section; and speaks at many of the legal seminars sponsored by that Section.
. Chair of the Dallas Animal Shelter Commission, an advisory board to the City of Dallas regarding animal control and the Dallas municipal animal shelter.
. He was instrumental in obtaining financial support from the City of Dallas to build a low cost spay/neuter clinic.
. Board Member of Metroplex Animal Coalition, a group of local animal welfare organizations in the Dallas metroplex area which work with the City of Dallas and surrounding cities to make the metroplex a no-kill area.
. He also does considerable pro bono legal work for animal groups, including formation of non-profit corporations and obtaining their tax exempt status.

Paula is the founder and president of PMCommunications, a management consulting practice. Specializing in creating and managing operations for non-profit organizations, Paula has served as consulting executive director with numerous non-profits since 1991.
Paula is a graduate of the University of Wisconsin with degrees in marketing and finance. She and her husband, Lowell Wiles, live in Houston with their two rescued akitas, Reba and Zoe. Paula is active with local rescue organizations, their neighborhood association, and with Save A Stray, a program she founded that saves, rehabilitates, and finds homes for stray animals.
