Under the federal Animal Welfare Act (AWA), commercial breeders selling directly to pet stores must be licensed by the United States Department of Agriculture (USDA), however, the AWA does not regulate breeders that sell directly to the public. The AWA was passed in 1966, prior to the Internet, and now the growing trend among commercial puppy breeders is to cut out the middleman-the pet shop-and use online retailing to get their dogs directly into American homes without any regulation.  

In response to commercial breeders, who sell dogs over the internet, not being held accountable to anyone for their breeding and care standards, the USDA has issued a recommended rule in order to close this gaping loophole in the Animal Welfare Act regulations. The rule would require large-scale breeding facilities that sell puppies sight-unseen over the Internet, by phone, or by mail to be licensed and regularly inspected for basic humane care standards.

The USDA is seeking public comments on the proposed rule and we urgently need as many Texans as possible to speak out in support of the rule.  Industries that profit from mass-producing puppies are vociferously opposing the rule, alleging that it will cause businesses unnecessary expense to provide basic humane care for dogs. We urge you to submit comments stating that providing humane care and safe housing for dogs is imperative! Please write today.
